Bristol City Council has launched a formal consultation (Traffic Regulation Order – TRO) proposing to close part of Rosemary Lane to vehicle traffic near Robertson Road.
This road is directly beside Greenbank Masjid and is widely used by worshippers, parents, and residents every day. The proposal is open for public comment until Friday 21 November 2025.
🗺️ What the Council Is Proposing
According to the published TRO documents:
- A “Prohibition of Driving” order would block vehicle access on Rosemary Lane for about 70 metres from the Robertson Road junction (Ref CAE/RGW/P-1334B).
- The closed section would become a “pocket park”, open only to pedestrians and cyclists.
- Double-yellow “no waiting at any time” lines would be added at the junction (Ref CAE/RGW/P-1334A).
- The scheme is scheduled for implementation in 2026 and is described as improving air quality, walking, and cycling. Statement of Reasons
⚠️ Why the Masjid and Local Residents Are Concerned
While we support safe and accessible streets, this specific closure would disproportionately affect the Muslim community and local worshippers:
- Disruption to Mosque Access
Those coming from the north of Bristol use Rosemary Lane daily for prayers, classes, and community events. Blocking vehicle access would make it harder for families, the elderly, and disabled attendees to reach the Masjid safely — especially during Fajr and Esha, when public transport is limited or unavailable. - Increased Congestion on Robertson Road
If approved, traffic will be diverted through Robertson Road, which already suffers from long tailbacks and congestion — especially during Jum‘ah (Friday prayers), Ramadan evenings, and daily Jama‘ah times. - Safety and Practicality
Rosemary Lane already has ample physical space to accommodate cars, cyclists, and pedestrians. A complete closure is unnecessary and may actually push vehicles into narrower residential streets, increasing risk elsewhere.
